The following is an order of Arafat to the PA "Finance Ministry" dated January 7, 2002, to grant $350 to each of the 12 Fatah activists whose names are listed on the document. These are members of the Fatah/Tanzim terror infrastructure in the Tulkarm district, who are involved in terrorist attacks. The approval is given in response to a request of Ra'ed Karmi, who led (until his death) the Fatah/Tanzim terrorist infrastructure (which perpetrated many murderous attacks since the beginning of the present conflict in September, 2000) in the Tulkarm area.
