The facts on the ground have shown us that they CANNOT! While Israel has consistently implemented decisions arrived upon in talks with the Palestinians, the latter have done absolutely nothing (click "Next" below for specific examples of Palestinian violations of agreements made with Israel), all the while criticizing Israel of not fulfilling its promises! They must believe the old adage that if you repeat lies often enough, people will eventually start believing them...
Not only have the Palestinians not fulfilled their ONLY obligation from the Sharm el Sheikh meeting, which was to cease (or even reduce) the level of violence, but Palestinian television is to this day broadcasting incitements to violence and to "continue the intifada". Not only are they inciting violence, but the broadcasts are of strong anti-Israel and antisemitic character.

Following is a transcript of a Friday sermon (October, 2000) in the Zayed bin Sultan Aal Nahyan mosque in Gaza, broadcast live on the official Palestinian Authority television. The speaker is Dr. Ahmad Abu Halabiya, Member of the PA-appointed "Fatwa Council" and former acting Rector of the Islamic University in Gaza:
